Conversion candidates are displayed just above the text when I'm editing in vertical mode (writing-mode:tb-rl)

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Visit https://codepen.io/wemotter/pen/RMdKvw
2. Input some Hiragana characters and Press "Space" twice

What is the expected behavior?
Conversion candidates are displayed on side of input text.

What went wrong?
Conversion candidates are displayed just above input text.

Did this work before? No

Able to reproduce the issue on reported chrome version 65.0.3325.181 and on the latest canary 67.0.3394.0 using Windows 10, Ubuntu 14.04 and Mac 10.13.3.

As the issue is seen from M60(60.0.3072.0) considering it as Non-Regression and marking it as Untriaged. Hence requesting someone from "Blink>Editing" team to have a look into this.

We should check selection rect for vertical writing mode.
 Issue 849955  has been merged into this issue.
I think firefox behavior is perfect because the candidate window is also vertical.
In most editors, the candidate window is vertical on vertical writing mode.
