STS status tray - some status icons not read

Chrome OS with flag enabled: #enable-experimental-accessibility-features

# Launch Chromebook to Login screen
# Enable STS in the status menu > Accessibility settings
# Use search + mouse to highlight entire lower right corner
Expected: all icons read including wifi
Actual: only time and keyboard type (US) is read, everything else skipped

Summary: STS status tray - some status icons not read (was: STS login screen some status icons not read )
This also happens while logged in. Changing title and priority. 
Here's a video showing what happens while logged in, I'm not sure how to take a video on the login screen.

Marking P2 because the icons are not text so they are somewhat lower priority.

They are not read at all on the lock screen.

I can't reproduce this in the new shelf UI (starting in M71).

I'm going to close it under the assumption that the new shelf UI will be on by default starting in M71+.
