ECHO should refresh local information at start of checkModelEligibility

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Visit goodies page with older chromebook when there are new offers
2. New offers aren't listed under offers for that user
3. 

What is the expected behavior?

What went wrong?
Stale data is used to decide which offers a user is eligible for
