STS reading login/lock screen items out of order

Chrome OS with flag enabled: #enable-experimental-accessibility-features

# Enable STS
# Lock the screen using Search + l
# Use search + mouse to drag a ring around the login area, the user name and password 
Expected: field is read top to bottom
Actual: First the password field is read, then the user name, then more options, etc.
