STS reads incorrect app names in Launcher when expanded fully the first time.

Issue description

Google Chrome 67.0.3383.0 (Official Build) dev (64-bit)
Google_Lulu.6301.136.57
Chrome OS with flag enabled: #enable-experimental-accessibility-features

# Enable STS
# Expand the launcher buy pressing it once. This opens it up partially. 
# Use search + mouse drag around these apps, names are read correctly. 
# Expand the launcher fully using the up arrow button
# Use search + mouse around the top row of apps
Expected: apps read as expected. In my launcher, the order is Web Store, Text, Files, YouTube, Calculator 
Actual: Apps are read the wrong names. For example, the Web Store is called Text, etc. 

Note that this only happened once and then when I tried to repro it, I could not. Might be intermittent. 

 
I've tried many times to repro this and have been unable. It seems like sometimes the first time I invoke STS there will sometimes be problems and then they disappear after that. This is the same with both of these bugs, we can either examine an underlying root cause or close both as WontFix.

Status: WontFix (was: Available)
Let's leave as WontFix, but please re-open if you can reproduce. I'd also be curious if you can ever get it to happen with Chromevox.
