STS settings page prompts to be translated from Portuguese to English

Issue description

Google Chrome 67.0.3383.0 (Official Build) dev (64-bit)
Google_Lulu.6301.136.57
Chrome OS with flag enabled: #enable-experimental-accessibility-features

It doesn't matter if STS is on or off for this bug.

Navigate to the Select To Speak settings via the settings page or by going to this link directly: 

chrome-extension://klbcgckkldhdhonijdbnhhaiedfkllef/options.html 

You are prompted to translate the page because of the presence of Portuguese in the languages combo box. It translates just that one selection. This seems like an unneeded distraction since you are only prompted for this one language and nothing else.

I haven't seen this before, maybe it doesn't reproduce every time.
