Focus indication missing from STS settings page

Chrome OS with flag enabled: #enable-experimental-accessibility-features

It doesn't matter if STS is on or off for this bug. 

# Go to Settings > Manage accessibility features > Select To Speak settings
# Press tab to navigate to the settings using keyboard only
# Note that a small blue rectangle is drawn around the control with focus such as the combo box containing the languages
# Press tab to the Select a Speech Rate control and then to the toggle button for "Highlight each word as it is spoken."
Expected: some indication of focus like with the other controls
Actual: No indication that focus is on that control unless you try interacting with it.

The same is true on the ChromeVox settings page -- although to get there, you need ChromeVox on, so you get a focus ring.

We may want to figure out a new way to do both these settings pages because they aren't using the normal settings components, aren't part of the settings a11y tests, and have different theming.

+dtseng, dmazzoni -- what do you think of a longer term plan to port sts settings and chromevox settings from extension HTML pages to the normal chrome://settings type pages?

Adds simple focus indicator to STS settings page.

This is not the same as the fancy animated focus indicator in the
general chrome://settings pages but it is better than having no
visual vocus indicator at all.
