Focus indication missing from STS settings page |

Issue descriptionGoogle Chrome 67.0.3383.0 (Official Build) dev (64-bit) Google_Lulu.6301.136.57 Chrome OS with flag enabled: #enable-experimental-accessibility-features It doesn't matter if STS is on or off for this bug. # Go to Settings > Manage accessibility features > Select To Speak settings # Press tab to navigate to the settings using keyboard only # Note that a small blue rectangle is drawn around the control with focus such as the combo box containing the languages # Press tab to the Select a Speech Rate control and then to the toggle button for "Highlight each word as it is spoken." Expected: some indication of focus like with the other controls Actual: No indication that focus is on that control unless you try interacting with it.
