ChromeOS fails lots of DCHECK

R67-10550 was quite ok, but now there are lots of DCHECK failure.

How to reproduce.
1. apply https://chromium-review.googlesource.com/c/chromiumos/overlays/chromiumos-overlay/+/987397
2. build with USE=dcheck_always_on
3. build image and run chromeos (on soraka)

Expect: run well

Behavior: lots of dcheck hit

Temp solutions: disable lots of dcheck by https://chromium-review.googlesource.com/#/c/chromium/src/+/1006041

This isn't an Infra bug.  DCHECK is a Chrome thing, so I'm
guessing this needs a gardener to triage.
