[MacViews-Browser] The hover colour of the Toolbar buttons is not consistent

Chrome Version: Canary 67.0.3393.0 
OS: macOS 10.12.6

What steps will reproduce the problem?
(1) Enable chrome://flags/#views-browser-windows
(2) Hover over all Toolbar Buttons like Back/Forward, Extensions, Lock-Icon, Bookmarkstar, Bookmarks, Profile Switcher, Settings, etc.


What is the expected result?
The hover colour should be consistent.


What happens instead?
The hover colour is not consitent.

(I think the general missing pressed state colour is tracked in  issue 795224 .)
