[Findit] Support webkit_layout_test in Findit try jobs

To run webkit_layout_test and get expected results, needed changes are:

1. use api.chromium_tests.steps.TestOptions to add necesary flags to run selected tests n times
2. Add .pass_fail_counts attribute to webkit_layout_tests

Could we create separate bugs for them and mark them blocking the meta bug to support WebKit Layout tests?
