Play Store cannot open while Ethernet is connected.

Chrome 67.0.3394.0/Platform 10542.0.0

Play store cannot correctly detect internet connection while Ethernet is connected. PS. the prompt "Make sure Wi-Fi or cellular_data is turned on" is not correct on desktop. Users can connect by Ethernet.

Will probably need logs unless this is a known issue.

Looks kind of like https://bugs.chromium.org/p/chromium/issues/detail?id=819367 except that ethernet really is connected in this case.
