fractional pixels cause misaligned border on table

What is the expected behavior?
The border would not be off by a pixel under the "c"

The border is not drawn correctly

Able to reproduce the issue on reported chrome version 65.0.3325.181 and on the latest canary 67.0.3393.0 using Windows 10, Ubuntu 14.04 and Mac 10.13.1.

You are probably looking for a change made after 490326 (known good), but no later than 490327 (first known bad).
