Currently enrollment_handler_chromeos.h does not have unittests, which makes difficult to add new features with ensuring correct behavior (although, it has decent DCHECK/CHECKs for ensuring state).

It has a lot of members and achieves the flows through several callbacks; the test needs to mock them.
