aria-relevant="text" causes missing announcements with VoiceOver

Issue description

Steps:
1. Load attached aria-relevant-text.html
2. Try with VoiceOver in Chrome and Safari

The text is spoken in Safari, and not in Chrome.

While aria-relevant should arguably be deprecated, if it is used, it should not cause major differences between browser-AT combinations.

Different browsers have a different interpretation of whether elem.innerHTML=”foo” is covered by “text” or “additions”. We need to read the spec carefully to determine what is correct.

That said, correctness may be of limited value here, as the values "text" and "additions" don't have known use cases. It makes more sense for authors to utilize the default value of "additions text".
