Key Value table in Local Storage panel can get obscured

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Open the Application -> Local Storage panel in dev tools (on a site which has stored some data).
2. Reduce the size of the dev tools window until its height is less than the height of the panel displaying the value.

What is the expected behavior?
The Key Value table in this panel should remain visible.

What went wrong?
The Key Value table gets hidden behind the panel which displays the full value.

If the dev tools panel is not very tall to begin with, opening the Local Storage panel can be confusing because only a value is visible, and the Key Value table is completely hidden.

Ideally the panel would rearrange itself or somehow prevent the Key Value table from becoming hidden.

Able to reproduce this issue on reported version 65.0.3325.181 and latest canary 67.0.3394.0 using Mac 10.13.3 , Ubuntu 14.04 and Windows 10.

This issue is seen from introduction of Value field from M-64. Hence marking this issue as Non-Regression and marking as Untriaged.

It was addressed by CL1220477, which was merged into commit 590453. This commit hasn't reached the stable release channel as of today (587811). The current beta version (599034) has it already.
