While investigating issue 821453, I found that the performance monitor appears ot have the same problem for non-render child processes. See https://cs.chromium.org/chromium/src/chrome/browser/performance_monitor/performance_monitor.cc?q=performance_monitor.cc&dr&l=149, where a bunch of handles are gather for posting to the UI thread.
