Background text of Send Feedback screen is read when the user is in Screenshot preview screen in Report an issue.

Issue description

App Version: 67.0.3387.0 canary
iOS Version: 10.3.3, 11.4 beta
Device: iPhone,iPad

Prerequisite:
1- Enable Voice over from device settings.

Steps to reproduce:
1. Launch chrome.
2. Tap on Menu > Settings > Tap on Report an issue.
3. Enable voice over from device settings.
4. Relaunch chrome
5. Tap on Screenshot - Highlight or hide info button.
6. Scroll the cursor in the Screenshot preview screen.

Observed results:
Background text of Send Feedback screen is read

Expected results:
Background text of Send Feedback screen should not be read.

This is something that will have to be fixed from within FeedbackKit. +chrismeredith@ who may know whether this is already being tracked in b/.
FeedbackKit does not show "highlight or hide" as an option if it is opened with VO enabled. Please enable VO before opening FeedbackKit.

Per comment 3, this is working as intended. 
Please try again with VoiceOver activated *before* entering "Report an Issue". You should not have "highlight or hide" as an option.
