Focus Not In Sync's "Enter Password" UI by Default

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Install Chrome.
2. Get initial prompt to sign in.
3. See expected red circular icon in title bar indicating that sync passphrase needs to be entered. Click it.
4. Click the item in the resulting menu labeled "enter passphrase."
5. Paste your sync passphrase and hit enter.
6. Notice that focus wasn't on the passphrase entry field, as it's been for the last ~64 version of Chrome, but instead was on the address bar.
7. Realize to your horror that you've just sent your symmetric sync passphrase, which Google is never supposed to see, to Google's autocomplete service.
8. Change passphrase.

What is the expected behavior?
On clicking the enter-passphrase button, the UI should transition to the edit field *with focus on that edit field*.

What went wrong?
See steps above.

Summary: Focus Not In Sync's "Enter Password" UI by Default (was: Chrome sends sync passphrase over the network)
Addings Needs-Bisect, as the person who broke this would probably be the best person to fix it. :-)

Removing omnibox, as this is a sync UI issue.

Able to reproduce the issue on Win-10 and Ubuntu 17.10 using chrome reported version #65.0.3325.181 and latest canary #67.0.3394.0. Issue is not seen in OS-mac.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.

Re-opening this issue b/c previously duped  Issue 849996  is about focus within webui while this issue is about focus in the omnibox
To reproduce issue: make sure omnibox is focused before clicking the "Enter Passphrase" button.

I was able to repro consistently, although steps have changed slightly meanwhile due to https://bugs.chromium.org/p/chromium/issues/detail?id=909953

#c4 sugggests it's not a regression but this all seems like  crbug.com/730954  regressing again.
