Add new flags to 'atest server' command suite:

 --skylab (Run in skylab mode)
 --skylab-data-dir (Path to the skylab inventory data directory)

When used with these flags, atest server commands should use the skylab_inventory tools and read/modify the skylab inventory data instead of the AFE.
