What steps will reproduce the problem?
(1)add CQ-DEPEND to CL commit message, depend on a CL whose CL number is 7 digit (very recent)

What is the expected result?
On Gerrit, we should be able to click on the CQ-DEPEND=CL:1234567 and go to that CL.

What happens instead?
The last digit is dropped. We are taken to CL:123456, which is wrong CL / does not exist. 

Not sure how this is going to affect cq, still observing.
