hangouts keeps disconnecting

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10452.42.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.79 Safari/537.36

Steps to reproduce the problem:
When I use hangouts, and then navigate away to a different tab, hangouts keeps disconnecting with "network lost". Wifi doesn't cut out though.  Very reproduceable.  see the feedback report and the netlog attached.

What is the expected behavior?
it shouldn't disconnect

Looking at the log, I see no network changes, and no network errors (Other than ad block blocking things).  Nothing seems obviously wrong, so it's not even clear which requests we should be looking at.

Migh tbe a good idea to report this on the buganizer side - even if it's a Chrome issue, since there's no obvious network error, they'd be in a better position to figure out where things start to go wrong.

Agreed with comment #3 -- can you report this to the hangouts team via buganizer?

This sounds more like an issue with how Hangouts detects connectivity, or at the very least it would be helpful to know what to look for in the chrome net log.

I think this is a dup of b/77215896 that was already resolved at Apr/27.
