Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36 Example URL: play any swf file Steps to reproduce the problem: 1. local httpd server, hosting swf file 2. open chromium with --ppapi-flash-path= argument to include flash plugin libpepflashplayer.so. Enter URL:localhost 3. console has error message :error: /usr/lib/chromium/lib/libpepflashplayer.so: cannot open shared object file: Operation not permitted) What is the expected behavior? What went wrong? [1:1:0409/211559:ERROR:ppapi_thread.cc(301)] Failed to load Pepper module from /usr/lib/chromium/libpepflashplayer.so (error: /usr/lib/chromium/libpepflashplayer.so: cannot open shared object file: Operation not permitted) Does it occur on multiple sites: Yes Is it a problem with a plugin? Yes libpepflashplayer.so Did this work before? N/A Does this work in other browsers? Yes Chrome version: 53.0.2785.143 Channel: dev OS Version: 10.0 Flash Version: I used Yocto (ver 2.2) to generate OS run-time image for i.MX8m. Chromium is included during the build. Flash was working on 32bit OS with the same procedure.

kenz@ -- Seems to be you are using older version of Chrome. Could you please update your Chrome to latest stable #66.0.3359.117 and let us know your observations. Thanks in advance!
