Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.13; rv:59.0) Gecko/20100101 Firefox/59.0 Example URL: http://firefox.maidenheadcentre.org.uk/ Steps to reproduce the problem: 1. shift-refresh 2. normal refresh What is the expected behavior? both images should cache and display without reloading from the server What went wrong? only one image caches and displays without reloading from the server — the other reloads and displays Does it occur on multiple sites: N/A Is it a problem with a plugin? No Did this work before? N/A Does this work in other browsers? No Firefox 59 Chrome version: 65.0.3325.181 (Official Build) (64-bit) Channel: stable OS Version: OS X 10.13 Flash Version: The image that doesn't work is served by a php file at the server end, but as far as I can tell, there is no way the browser should be aware of this as the response headers are identical.

Unable to reproduce the issue on chrome reported version 65.0.3325.181 using Mac 10.12.6 with steps mentioned below: 1) Launched chrome reported version and navigated to URL: http://firefox.maidenheadcentre.org.uk/, able to see two images 2) By using physical keyboard, refreshed the page(cmd+R), able to see both imaged displayed without reloading of the page Observations: Also tested the issue by refreshing the page 1) reload icon on top left and by right click and clicked on reload, in both the cases able to see the page loading completely. @Reporter: Please find the attached screen cast for reference and let us know if we missed anything in verifying the issue, provide your feedback on it which help in further triaging it. Apologies, I cannot repro this either now in Chrome, only in Firefox.
