Fullscreen video controls don't hide after hovering over them

Issue description

Chrome: 67.0.3387.0
VRCore: 1.13.185188193
Android N, O
Device: S8+, Pixel 2, etc.

* This repros every time.

What steps will reproduce the problem?
(1) go to m.youtube.com
(2) enter Chrome VR
(3) select video to play, and click fullscreen button
(4) let the controls hide, then hover over the bottom of the video to make them reappear.
(5) Move controller pointer off the video.

What is the expected result? The video controls hide after a second or two.

What happens instead? The video controls stay on the player unless a button is pressed on them.

M67 is using Chrome's new media controls now which don't have this issue.
