[Caroline] OOBE is missing and device is not working after successful recovery instantiation.

Chrome Version: 10559.0.0/67.0.3390.0
DUT: Caroline.

What steps will reproduce the problem?
(1) Install recovery imaging using USB stick.
(2) Unplug USB stick after successful recovery instantiation.

What is the expected result?
OOBE screen should come after reboot and device should work properly.

What happens instead?
OOBE screen is missing and not able to use the device.

This issue is specific  to caroline device.

Not able to reproduce this issue on Chell and Peach-PI devices.
