STS focus ring behavior different with word highlight on and off

Issue description

Google Chrome 67.0.3383.0 (Official Build) dev (64-bit)
Google_Samus.6300.276.0
Chrome OS with flag enabled: #enable-experimental-accessibility-features

# Launch STS with default of word highlighting enabled
# Navigate to any page with text, I used https://en.wikipedia.org/wiki/Ornithorhynchidae 
# Observe that the focus ring goes around the paragraph of the text being read
# Go back to STS settings and disable word highlighting 
Expected: same behavior, focus ring around the whole paragraph
Actual: focus ring will get smaller around certain words and then larger around certain sentences inconsistently. It doesn't highlight the whole paragraph/block of text.

With word highlighting off, we have the old STS behavior -- highlighting a11y nodes. It's there so that we could have highlight turned off and introduce no behavior changes.

Now that highlight is released, we should revisit what behavior should be like -- when users have word highlighting off, what do they want the focus ring drawn around? +lpalmaro may have some opinions here?
Laura A, should we consider removing the option to turn off word highlighting in Select-to-Speak, and instead just have it enabled by default?

At present, 4% of users have word highlighting disabled (uma: Accessibility.CrosSelectToSpeak.WordHighlighting), and only 2.5% of users have it enabled as of M67+.
