cannot send or receive H264 webrtc webcam stream

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. open chromium and start streaming webcam with h264 codec
2. open chromium or another browser and try to receive.

or

1. open another browser and start streaming webcam with h264 codec
2. open chromium and try to receive.

What is the expected behavior?
stream h264 or receive and get it working.

What went wrong?
chromium didn't send h264 correctly.

chromium didn't receive h264 correctly with error:
WebRTC error: DOMException: Failed to set remote offer sdp: Session error code: ERROR_CONTENT. Session error description: Failed to set remote video description send parameters.. 

Did this work before? Yes 63.0.3239.84

Does this work in other browsers? Yes

Chrome version: 65.0.3325.181  Channel: stable
OS Version: 
Flash Version: 

firefox and edge can send and receive h264 stream to each other, chromium can't send or receive from them.

if the codec is vp8 chromium can send and receive.

this has been reported a few days back in the webrtc bug tracker and there is already some discussion in the other bug so marking as a duplicate.
i did some test few days before the 65 version release, and was still having a 63 version on my laptop.

between 63 and 64 you could not send but could receive, and between 64 and 65 you cannot do both.

the bug you are referring to is only between 64 and 65, so there at least another issue.
