Password was not saved and I'm locked out

Issue description

Copying from b/74584091

I recently registered to a website, selected the password to be generated, then the password was lost.
Now I'm not able to login.

Details:
- There was another older password saved for that site, which has not been updated.
- An update to Chrome was pending. After registering on the website and choosing the password to be generated by Chrome I tried logging in. At this point no password showed up saved for the website. I went to settings and looked in the passwords settings page: it was empty besides a single entry (I should instead have many passwords saved). I hence restarted Chrome to apply the update, once restarted it asked me to login again and enter the sync passphrase again. I did that and all passwords seems like they re-appeared. However, it seems that only the old password for that website is now saved, not the latest one that was generated.

This sounds like a broken local encryption. Replenishing from sync helped but all what should have been saved in the meantime is lost. Likely not specific to password generation.

Do we know which platform this happened on? I would expect Mac or Linux.

Hmm, unfortunately I don't recall if I was on my Mac, my Linux or my Chromebook when this happened. If I had to guess it was Linux.
