Unable to reproduce the issue on chrome reported version 67.0.3390.0 using Windows-7 with steps mentioned below:
1) Launched chrome reported version and signed into chrome from chrome://settings, all the bookmarks data got synced
2) Clicked on the bookmark folder, clicked on it, didn't observed any issues while opening and closing it.

@Reporter: Please find the attached screen cast for your reference, try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists.

impossible to reproduce the problem? but if you reproduce it perfectly, the folder does not close immediately, you have to press many times to close. That's the problem

The error is that you have to try many times to close the folder and Firefox pressing once it closes and once and opens, in Chrome is the error that sometimes works perfectly but as you see in your video you have to press many times

As you can see in the video the first time you open and close the folder perfectly, the following times you only open the folder without being able to close it until you press it many times

Able to reproduce the issue on Win-10 using chrome reported version #67.0.3390.0. Issue is not seen in OS-Linux and OS-mac.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
