Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3390.0 Safari/537.36 Steps to reproduce the problem: 1. Go to the bookmark manager and with saved bookmarks, go beyond the limit up or down through the bookmarks with the mouse wheel 2. Now try to go in the opposite direction with the mouse wheel and you'll see that you have to scroll a lot to make the mouse wheel work again What is the expected behavior? that even if you keep scrolling and the markers are finished when you go to the opposite direction, the mouse wheel works immediately What went wrong? the mouse wheel does not respond and you have to do a lot of scrolling to make it work again Did this work before? it's not Bug-Regression, it never worked correctly in any version of Chrome, only that I recently started reporting errors, I put 3 examples I do not know if I should remove it

Unable to reproduce the issue on chrome reported version 67.0.3390.0 using Windows-7 with steps mentioned below: 1) Launched chrome reported version and signed into chrome from chrome://settings, all the bookmarks data got synced which have more than limit 2) Scrolled with the mouse wheel to the bottom of the bookmarks, now scrolled back to in the opposite direction, able to scroll with mouse wheel without any issues. @Reporter: Please find the attached screen cast for your reference, try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists. the error has been fixed in the version 67.0.3395.0 (official version) canary (64 bits), I tried to reproduce the error in the 3 examples I gave and none works, so thank you very much, maybe someone had reported this error before
