What steps will reproduce the problem?
(1)Recover Build>>Sign into user >>go to Playstore window which is seen after You'Re Signed in! Screen 
(2)In Google Play apps and services screen >>by tabbing get focus on 'Learn More' link at check box 
(3)Hit Enter key to open the overlay >>now again continuously hit enter and observe

Actual:On clicking continuously Enter key when focus is seen on Learn More action is performed on checkbox
Expected: Instead clicking continuously on Enter key, action should be performed on 'Learn More' link as expected.

This as Non-Regression since the new Play store window is seen from 66.0.3336.3 dev

Note:
1.Issue is not seen in Linux,Windows OS
2.Issue is not seen when Playstore window is opened in Sign-in user
