What steps will reproduce the problem?
(1)Open chrome://settings ->Network
(2)click on the expand icon of 'Add connection'
(3)Tab and keep focus on 'Add WiFi' button >>open & close its overlay
(4)Again tab and observe the focus

Actual: Focus is seen on Bluetooth subpage arrow icon
Expected: Focus should be seen on 'Add OpenVPN / L2TP..'button

This is a Regression issue as same is working fine in 65.0.3325.167/10323.58.0

Note:
1.Issue is not seen in Linux,Windows OS
2.Issue is also seen in M-66 beta
