Content is not resizing along with window resize in minimized popup mode

Issue description

Chrome Version: 65.0.3325.109
OS: Android

What steps will reproduce the problem?
(1) Enable Settings->Multi window->Pop-up view action in device.
(2) search any keyword in google
(3) Move to images tab.
(4) Resize the chrome window to popup view.
(5) Resize the window in popup mode.

What is the expected result?
Content has to be smoothly updated along with resize of window. 

What happens instead?
Zooming happens sometimes and updating is not happening along the resize of window, it happens only after some element in page is touched.

Resizing the web contents every time the window resizes is prohibitively expensive, especially on Android. We could try to kick this over to WebContents owners to see if they agree... but I think this is WAI. As long as re-layout after the user is done resizing the window, I don't think there's an issue here.

If you open developer tools on desktop Chrome, tap the "Toggle device toolbar" button and choose "Pixel 2" (or another Android device) from the drop down, then resize the window, the web contents similarly do not resize completely in-sync with the window resizing.
Is this specific to Chrome or specific to the site?  To me, it seems like image search on mobile might not be updating after we issue the resize.  Some of the elements of the page (like the search box) are being updated correctly after resize.  It looks like just the image grid switches from 2 items to 1 after clicking.

I'm leaning to think that this is something to do with the site implementation.

Could you test with other browsers to see if that is the same?

In Firefox browser, the content is resizing along with browser window without lag.
ramya.v@ - is the primary concern you have with the image grid? The resize otherwise looks pretty smooth to me. Could you please upload a video from another browser for comparison?

If there is perceptible lag, perhaps we could make improvements on higher end devices. Based our experience with Android N multi-window mode, I am skeptical that we'll be able to make smooth "live" resizing work well across all of the devices Chrome supports, however. 

Ted, do you think we should kick this over to Chrome's Web rendering experts?

@twellington - my primary concern in this issue is with image grid. Suppose if the minimized window initially spans two images in a row, if we reduce the window size a little bit, when the second image in the row completely cannot fit, it resizes to next column in firefox immediately, however this happens in chrome only after some additional touch event/paint related event happens.

From the two videos, the sites are obviously using different layouts.  The search box at the top is different, the version in Chrome has small pills underneath to refine.

This still feels like a site issue and not a Chrome one.
