What steps will reproduce the problem?
(1)Recover build -> In OOBE screen click on 'Let's go' which navigates to 'Connect to network' screen
(2)Now select required Wi-Fi network -> 'Join Wi-Fi network' overlay is seen and now hover mouse pointer on 'Close' icon and observe for tool tip
(Please refer video)

Expected:  'Close' tool tip should be seen on hovering mouse pointer on 'Close' icon in  'Join Wi-Fi network' overlay
Actual: Instead tool tip is seen missing

This is Regression Issue as same is working fine in M-65

@stevenjb: Please confirm the issue

Note: 
1.Issue is working fine in M-63 and M-64 
2.Issue is seen on Latest M-66
