What steps will reproduce the problem?
(1)Sign into User -> Click on App launcher and now hover mouse pointer on 'App Launcher' icon-> observe tool tip is seen missing
(Please refer Video)

Note: Sign into User -> Hover mouse pointer on 'App Launcher' icon and observe 'Launcher' tool tip

Expected: 'Launcher' tool tip should be seen on hovering mouse on 3 dot menu even after App Launcher is opened
Actual: Instead Tool tip is seen missing after App Launcher is opened

This is Non-Regression Issue seen from M-62
