What steps will reproduce the problem?
1. Launch Chrome, navigate to chrome://settings/importData and completely resize the browser from RHS to LHS
2. Now press 'Tab' key from keyboard such that focus reaches to 'Favourites/Bookmarks' checkbox and observe.

Actual: 'Import bookmarks and Settings' overlay doesn’t shift towards left side when focus reaches to 'Favourites/Bookmarks' checkbox.
Expected: 'Import bookmarks and Settings' overlay should shift towards left side when focus reaches to 'Favourites/Bookmarks' checkbox.

This is a non-regression issue, seen from M-60 series.

NOTE: This issue is also reproducible on M-65 Stable (build # 65.0.3325.181), M-66 Beta (build # 66.0.3359.81) and M-67 Dev (build # 67.0.3386.1)
