Chrome Version: 67.0.3393.0

REPRO STEPS:
(1) Put a big file (about 500MB) on Drive.
(2) chrome://drive-internals and click "Clear local data" 
(3) Right-click the file and choose "zip selection".

EXPECTED:
Zipping progress is shown until the operation is finished unless user closes it.

ACTUAL:
1. Shows progress bar with 0% while the zip file is downloaded in the notification center.
2. The notification gets hidden after 10 seconds because there's not update.
3. Even after the actual zipping starts, the notification does not pop up again.
