[WPT Import] Import failed due to NOTREACHED() reached on CQ bots

Happened in https://ci.chromium.org/buildbot/chromium.infra.cron/wpt-importer/15342

Issues filed to work around it were  issue 828746 ,  issue 828747  and  issue 828748 . (Raphael and I were both trying to fix it.)

Is there anything that makes this more than a duplicate of the "Blink bots don't enable DCHECKs" bug?
