What steps will reproduce the problem?
1. Launch chrome and open devtools on NTP.
2. Press 'F1' to open 'Settings' and go to 'Workspace' section.
3. Observe 'Folder exclude pattern' text box.

Actual Result : Border for 'Folder exclude pattern' text box is not visible in devtools 'Workspace'.

Expected Result : Text box border should be clearly visible to the user.

This is a regression issue, broken in M-67 and providing the bisect using per-revision script:
Good Build : 67.0.3377.0 (Revision : 544611)
Bad Build : 67.0.3378.0 (Revision : 544931)

You are probably looking for a change made after 544617 (known good), but no later than 544618 (first known bad).
