Flaky browser_tests: SiteDetailsBrowserTest

These two tests look flaky. 
- ManyIframes
- VerifySiteInstanceCountInBrowsingInstanceWithExtensions
- IsolateExtensionsHostedApps

This CL disables these three tests:
- ManyIframes
