Steps to reproduce the problem:
1. Hard reset the Chromebook
2. Autorotate works and flipping the keyboard results in switching the OS to tablet mode (disabling the keyboard) about half way through a full flip
3. Use the Chromebook for a while
4. Autorotate stops working and only flipping the keyboard completely around results in a switch to tablet mode and disabling the keyboard 
5. Another hard reset reverts to normal behavior
