PDF rendering problems

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Open http://www.hpl.hp.com/techreports/Compaq-DEC/WRL-95-9.pdf in Chromium internal PDF viewer. The file is also attached herewith.
2. See the content shifted out of the margin, or see the words overlap each other.
3. 

What is the expected behavior?
The content should be rendered without unnecessary shifts, or overlaps. Check mupdf rendering as a comparison

What went wrong?
Not sure. Seems like a bug in the render.
