The active point of the mouse cursor is offset from the actual tip of the arrow

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 10452.42.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.79 Safari/537.36 Platform: 10452.42.0 (Official Build) beta-channel lars Steps to reproduce the problem: 1. Use a mouse 2. The easiest way to see it is when the mouse is moved to the very bottom or very top of the screen. At the bottom it is peaking out, and at the top a part of it is off screen. It also can be noticed with drawing applications. What is the expected behavior? The effective mouse cursor position should be exactly at the pointy tip of the arrow cursor image. What went wrong? The effective mouse cursor position is offset by a few pixel in the mouse cursor image. That is, it is inside it, and not at the tip. Did this work before? No Chrome version: 66.0.3359.79 Channel: beta OS Version: 10452.42.0 Flash Version: Shockwave Flash 29.0 r0 The Chromebook is an Acer Chromebook 14 for work CP5-471-37MD NX.GE8EC.002
