STS should silence when pressing esc key

Issue description

Google Chrome 67.0.3383.0 (Official Build) dev (64-bit)
Google_Samus.6300.276.0
Chrome OS with flag enabled: #enable-experimental-accessibility-features

# Enable STS
# Invoke speech using any method
# Press esc
Expected: STS stops
Actual: nothing happens

Right now, I know search and ctrl both silence STS but I found myself unconsciously reaching for the esc key over and over again trying to silence STS. People not familiar with ctrl to silence a screen reader might not think of it and esc seems more logical than search in my opinion. I'd like all 3 to silence.

Maybe Laura A can say whether we'd want to add a third way to silence speech.
Status: WontFix (was: Available)
Upon discussion, we need to allow the esc key to function as an esc key so as to not interfere with the use of the key in other places. I am resolving this as WontFix since there are two other buttons that work to silence this.
