STS focus ring doesn't keep up with speech on long number of one letter nodes

Issue description

Google Chrome 67.0.3383.0 (Official Build) dev (64-bit)
Google_Samus.6300.276.0
Chrome OS with flag enabled: #enable-experimental-accessibility-features

# Enable STS
# Navigate to https://en.wikipedia.org/wiki/English_alphabet
# Invoke STS by holding down search while drawing highlight around the string of characters: 
A a B b C c D d E e F f G g H h I i J j K k L l M m N n O o P p Q q R r S s T t U u V v W w X x Y y Z z
Expected: focus ring keeps up with speech
Actual: focus ring lags far behind speech
 
This is bug different from but related to 830116

This bug, 830113, regards the focus highlight (default color: pink) that surrounds all of the text

The other bug, 830116 regards the actual word highlighting within that focus highlight (default color: blue)

Summary: STS focus ring doesn't keep up with speech on long number of one letter nodes (was: STS focus ring doesn't keep up with speech on long number of one letter words)
These are actually all one-letter nodes: The string "A a B b C c D d E e F f G g H h I i J j K k L l M m N n O o P p Q q R r S s T t U u V v W w X x Y y Z z" is fine, but when every other character is a link, STS can't keep up.

This is probably due to the STS focus rect being drawn in several layers of callbacks. I bet longer nodes will have the same behavior if you turn the speech rate way up.
If you'd like another repro, please just give me an example when you say longer nodes - do you mean more characters per node or lots of links in a row?   Thanks!

Attempting to verify based on this comment:
"For example, on the English alphabet Wikipedia page, A a * B b * C c * etc,
the * node is not spoken, which causes highlight to get delayed because
those nodes could not be skipped. Changing the "if" to a "while" fixes that."

Upon further consideration, I will mark this bug as verified since the focus ring is doing ok until it is truncated early. I will bring the comments above from this bug into 830116.
