STS sometimes doesn't show focus ring when selecting one character within a word

Issue description

Google Chrome 67.0.3383.0 (Official Build) dev (64-bit)
Google_Samus.6300.276.0
Chrome OS with flag enabled: #enable-experimental-accessibility-features

# Enable STS
# Navigate to https://en.wikipedia.org/wiki/Echidna 
# Use mouse to highlight just one letter within a word such as the u in "surviving"
# Invoke STS with search + s
Expected: highlight ring appears around entire paragraph and letter is highlighted
Actual: No highlight ring appears, letter is not highlighted

Summary: STS sometimes doesn't show focus ring when selecting one character within a word (was: STS doesn't show focus ring when selecting one character within a word)
This is occurring because the TTS engine is not sending a 'start' callback for one-letter strings.

tts_controller.js l359 is jumping straight to the 'end' event.
We need to call 'start' before 'end' in that if at 359 if 'start' hasn't been called yet.

I don't think it's P1 because nothing crashes or breaks.
Agree with P2. SGTM.
