Cloud Endpoints is deprecated and scheduled for shutdown in August. 

chrome-infra-auth exposes only one API method over Cloud Endpoints (auth.membership), and it has a direct equivalent in well supported non-Endpoints API (/auth/api/v1/memberships/check?identity=...&groups=..., see https://chrome-infra-auth.appspot.com/auth/api).

We should just switch clients to use /auth/api/v1/memberships/check and kill Cloud Endpoints in chrome-infra-auth.

I know only of two clients:
  1. Commit Queue daemon.
  2. s~chromeperf GAE app.
