The disabled data types in Nexus 9 are not disabled in the laptop sync settings.

Project Member Reported by jiewu@google.com, Apr 6 2018

Issue description

Steps to reproduce the problem:
1. Sign in to Chrome on a Nexus 9 and a Mac OS laptop

2. Make sure that "Settings" data type is checked on all the devices. On Nexus 9 it is available in Settings> Account name> Sync> Data types

3. Make sure that "Custom passphrase" is not set in advanced sync settings.

4. On Android Chrome change any preference, for example enable/disable "Autofill" or "Bookmarks" in the settings

5. Wait for some time and then check the laptop

What is the expected behavior?
The disabled data types in Nexus 9 are disabled in the laptop sync settings after sync.

What went wrong?

This is my first time to take over Chrome Sync testing to be the owner. If there is any step I happened to miss to cause this issue, please kindly let me know. I will include those steps in my future testing.
