Clarify that Chrome does not have ICO support in Chrome extension icons

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.162 Safari/537.36

Steps to reproduce the problem:
1. Use an ico file that have multiple images of different sizes inside.
2.

What is the expected behavior?
Chrome should use the image size it needs from within the ico file.

What went wrong?
Chrome do not seem to have support for it.

Did this work before? No 

Does this work in other browsers? Yes

Chrome version: 65.0.3325.162  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

The ico filename in the repo lists all image sizes it contains. It contains all sizes chrome wants (16, 48, 128) but it refuse to use it.

Why is there still no bug issue report option for chrome extension developers to use?!
I used the closest thing I could find.

The documentation is incorrect, the ICO format is not supported.
See  issue 523690 .
