Introduce DevTools Browser.SetWindowBounds with Animation

New API to be introduced in devtool's Browser domain so that telemetry tests can be written to test browser UI performance.

Similar to the current Browser.SetWindowBounds but taking additional parameters of the number of steps to perform the resize over. As well as a duration for the resize to occur over.

This will help simulate a user interactively resizing a browser window.
